Barry Andrew Combs 1980 - 2011 Barry Andrew Combs, age 31, of Hazard, Ky passed away on Sept. 02, 2011 at his home. He was the son of Carlos and Denise Combs. Combs was a retired Sergeant for the United States Army.He is also survived by one brother: Kevin Matthew (Melissa) Combs; one niece: Savannah; one nephew: Matthew; maternal grandparents: Mr. & Mrs. Don Robinson and a host of family, friends and fellow service members. Carlos Combs, City Manager The City Manager manages the administration of the City of Hazard, a full-service municipal government, as directed by the Mayor and Board of Commissioners. He is responsible for all departments of the city government, overseeing a consolidated budget of $24,700,000 and a city payroll of over 150 employees. The City Manager also serves as the purchasing agent and the personnel director for the City of Hazard. The City Manager is directly involved in all levels of the day-to-day city operation, from coordinating multi-million dollar projects to answering questions about daily garbage pick-up. He is also responsible for the operations of Hazard Utilities and the certification of its operators and distributors. Carlos Combs is married with two sons and two granddaughters. As a graduate of M.C. Napier High School and Union College, he taught one semester in the Perry Co. School System before being hired by the City of Hazard.
