It's possible she'd have a delayed birth certificate, granted after 1911. And I'd bet she was born in Breathitt Co, as that's where her parents and siblings were from 1880 through 1920. Your best bet will be other records, such as Bible records kept in the family, death certificates (a secondary source of birth information, and often not too accurate), burial/headstone information (also often inaccurate), school records, marriage license and certificate, etc. Good luck.
