This looks like a death certificate, not an obituary. You can order a 1940 death certificate for $6 from the Kentucky Cabinet for Health and Family Services, Office of Vital Statistics. Their address is: 275 East Main Street, Frankfort, KY 40621. The agency's website has complete instructions at: http://chfs.ky.gov/dph/vital/deathcert.htm<http://chfs.ky.gov/dph/vital/deathcert.htm> Old newspaper obituaries are a bit harder to track down. In general, newspapers will help with recent obits, but they don't search their old files for genealogy purposes. The University of Kentucky is the official repository of historic newspapers for Kentucky. UK doesn't do lookups either, but they will sell you the roll of microfilm that the issue you want is on.
