I have no Dugan references but, a possible clue. If your Thomas worked for the "Katy" Rail Road, we would direct you to Parsons, Labette Co., Ks. Parsons was the Katy's main center and was connected with it's other Branch in Kansas City. Parsons public library has a webpage, but I did not save it's address. A simple search Parsons, Ks, Library show result in some hits.
