Found George Haack and Nora F 1930 census on 4 Apr 1930 Covington renting at 613 Em St. He is age 29 and she is age 22 and a daughter 3 years and 11 months. So my guess would be marriage when/about 1925. But you probably have access to 1930 census and Ancestry so that is why the 1973 on. I don't have a library card for Kenton Co, have you check Hamilton County, OH and Campbell County. Non of my printed marriage records books do not match the dates you are looking for.
