We tried looking at the picture with a magnifying glass, but found that we can see it best on the computer screen. We are wondering if it might be a ribbon for a group such as the Odd Fellows. I do recommend posting your pictures on a website such as photopoint and then posting a message on the appropriate Rootsweb lists. I have had quite a few pictures identified that way and have made contact with some distant cousins. It is a lot of fun.
