The only way I know od is to get the microfilm, there may not be a certificate at all, in Grayson Co they just had the names written on a page of paper Jefferson Co yrs for the microfilm1852,1854,1855, 1856, 1857,1858,1859,1900,1901,1902,1903, 1904,1905,1906,1908, 1909 the microfilm for the year you are wanting doesn't exist per the records in the Archives.
