I wrote and asked about the site and received this: Dear Jess; We did not disconnect the KVS site because of waiting for the Death, Marriage and Divorce portion ... we disconnected it at Vital Statistics request. The site as it exists right now is a "prototype" and it is not quite ready for prime time. There are some unresolved issues regarding incorrect information and how to correct it, and it is up to the agency responsible (in this case Vital Statistics) to tell us when they are ready to "go live". We also have to find the appropriate web server on which to house this application since it will definitely get a lot of hits. When the site is available, it will be linked from not only Vital Statistics site, but from other "highly visible" pages as well. (Possible the main KY page, and KyDirect.Net).
