Does anybody know where Henderson Co juveniles, troubled youths, were kept in the early 1900s? I want to locate my grandpa's older brother, William Albert PHELPS. He is not listed with family members in the 1920 Henderson Co census. Family lore says he was sent away to a detention center for troubled youth. I would like to verify this. Thanks for any help.
