Does anybody know where Henderson Co juveniles, troubled youths, were kept in the early 1900s? I want to locate my grandpa's older brother, William Alfred PHELPS. He is not listed with family members in the 1920 Henderson Co census, he would have been 9 years old. Family lore says he was sent away to a detention center for troubled youth.
