    3. Hi Darlene and Debbie, I think I solved the problem of Eugene. Maybe he is Grover Eugene Tipton. There is Grover E. Tipton born 4 Aug 1947 Harlan and Fannie Rutherford is his mother. Here are the other Harlan County birth records all Harlan County with Fanny Rutherford (spelled various ways) Betty Tipton 15 Jan 1942 Harlan Clarence Tipton 16 Oct 1927 Glen H. Tipton 1 Feb 1935 Grover E. Tipton 4 Aug 1947 Nelle C. Tipton 19 Sep 1932 Raleigh R.
