For what it is worth, Taggant is actually Taggart, and my mother actually knew him. I have not been able to find Mathias Brown in 1900. Have you had any luck for that census year for him? I have looked around in both Kentucky and Virginia but am still looking. I resided in Northern Kentucky until about a year ago and now am in Indiana.
