My best advice to you would be for you to begin to collect marriages of a Frank BOWLING in Harlan, Clay, Laurel or wherever, perhaps in or near Cleveland, OH. The marriage records, if they contain his parents' names, would confirm this for you. It would not be an easy task but possibly could produce the evidence you are looking for in half-siblings. If the statement he made on his WWII enlistment were correct, he stated that he had NO dependents. Who knows if that is true or not. This task simply means you must begin to gather evidence.
