I did want to mention, however, that Harlan Co., kY was not actually formed until around 1819. I am making an assumption that sense your relative died in 1833, he was mostly likely born after 1800 or possibly quite a bit before. In any case, Harlan Co. would not have existed as such. He may well have been born in an area that later became Harlan Co. though and he may well have been born in the town of Harlan, located now in Harlan Co.. I do not know precisely when the town of Harlan was actually established. Harlan was formed out of Knox Co. that was not formed until 1799. Bell Co. was not formed until 1868. As of the 1810 Knox Co., there was a Joshua ADKINS age bet. 16-26 with a wife and child and one older female over 45 years. There was also a Thomas ADKINS listed age over 45 with a wife of over 45 and a family of 7 males bet. 0 - 26 yrs. and two females 0-16 . There was no William listed unless he happened to be one of three males in Thomas' household who were bet. 16-26. I saw no marriage for him in the early Knox Co. marriages up to 1850.
