I suspect the housing you are speaking of would have belonged to whatever mining company operation was there at that time. My understanding is that most of this type of housing disappeared long ago. Perhaps someone who has grown up and lived right there in Harlan Co. could have some better idea of the numbering system for the housing. Sometimes you can luck out with an old area telephone company book, assuming they had a telephone at that time. If they received Social Security benefit checks in later life, there would be a record of where their benefit checks would have been mailed.
