    2. According to "Kentucky and Her Counties" by Wendell H. Rone, Sr., Woodford became a county in1789, from parts of Mason, Lincoln, and Jefferson. On a map in the book, I see, that in 1794, Franklin, Scott, Fayette, and Mercer surround Woodford. At the time around 1789 -1790, Woodford extended north to the Ohio River. It encompassed what [looks to me like] the present day counties of Boone, Kenton, Gallatin, Grant, Scott, Owen, Franklin and perhaps some additional counties.
