I would normally suggest that you search tax records to see if he is listed, but if he wasn't actually living in Floyd County and just visiting, there would be no tax records for him. If you believe he was living in Floyd County before he died, I would then suggest that you search tax records and also the court records for a last will and testament, probate or estate record. You said he was not listed in the 1820 census, could he have been living with a relative in Floyd County? There are 3 male Bailey's listed in the 1820 Floyd County census, Benjamin Bailey, John Bailey and Lemuel Bailey. Just some thoughts and suggestions.
