I have seen a book at the SE National Archives that shows what counties existed in each state for each census. You can also check into a lot of the census index books. Many of these will show the state and the counties for that census year. I have an AniMap program that will also show the counties for any given year. I haven't tried to save a copy of any map yet, but it might be possible.
