I was visiting my cousin in the area last fall and visited there at the courthouse. You should go to the TN USGENWEB site and make your way to Claiborne Co. On their main page, I believe you would locate the address of the courthouse. I really don't know what anyone has as far as any births or when TN first started recording births. In KY it was 1911 with a few earlier ones recorded in registers only.
