It looks like copy costs kick in after 100 pages at 15 cents per page or 2 hours of research time for requesters who are not-commercial. I had to provide as much detail as possible in the letter and included a screen shot of the pension file index card showing the "C" number. If the process takes as long as the FOIA from US Citizenship & Immigration Services for a different branch of my family, it might be 2-3 months before I get information.
