Kentucky owning the Ohio River is news to me. You may be right. I always assumed they owned to the middle. May I add my assumptions are usually wrong. The Kentucky River at one point was managed the locks on the river but the Federal Government turned the locks over the Kentucky government who decided to cost too much to operate - welded the locks shut and now there is no river traffic on the river.
