Thanks for the info on J.E. Garner and the Almena Star newspaper with George W. Shook in 1885 jointly publishing this paper. John T. Garner and an A.T. Bratton, co-published the Beaver City Times at least in 1881. This could very well be our John T. Garner (at least the time period and the occupation match). Will research further. I would interlibrary loan the Almena Star on microfilm from Kansas State Historical Society. It's all on one reel, and you could find some personal references to the publisher.
