The standard way to write that without special characters is "ue". Posen was a Province of Prussia and hence of the German Empire after unification in 1871. Before the Partitions (late 1700s), it was Poland. Between Partioning and Napolean, it was German-occupied "South Prussia". After Napolean, it was a Duchy in theory.
