I tried to send this reply before, I don't know where it got hung up. But I am sending it again. This act was to fulfill the Pennyslvania quota for the Federal Army not including those who are serving for the duration of the war or for three years. So it appears that this is 2700 additional soldiers for the Federal Army. There were Pennsylvania Continental Line troops before 1781 serving for varying lengths of time. Some enlisted for the war or three years, some were enlisted for 7 months in 1780 and it appears that such a short enlistment didn't serve the purposes of the Federal Army. These 18 month enlistments served more to secure the western frontier since the seige of Yorktown in Virginia which ended on Oct. 17, 1781 ended most military operations in Virginia and the coastal states. So securing the frontier of Pennsylvania at Fort Pitt was viewed as a necessity since Indian allies to the British were still causing trouble for frontier settlements in 1781.
