Sometimes I forget the difference between the tax list and a census ennumeration. The tax list is about taxes and property and individuals being taxed (single men). The census is about households, heads of households and individuals. The reason James & John Kincaid are on the tax list for Washington County, and not on the Census for Washington County is because they are being taxed for property in Washington County but that is not their household, which is probably in Allegheny County, that part most recently taken from Washington County, PA.
