I called a friend in Jackson Co, KY, tonight and he looked in the local news magazine from the power company up there. It lists every festival known throughout the state for the current month. It is not listed for September. We both think (I used to live there too and remember the festival) it occurs in early October. He is going to check this week for me and let me know.
