Hi Joan This may sound a bit unlikely, but have you looked at the 1891 census for Uckfield Workhouse - RG 12 785 Fo: 73 p4? Among the casual paupers, listed consecutively, are Williams John, single, 44, b Isleworth; Baldwin Bertha, married, 25, b Ipswich; Baldwin John, 5, b Canterbury; Baldwin Rose, 1 5/12, b Sheerness. (Surnames listed first in the entry, and I haven't included all the details from the image here.) I appreciate that Bertha & the children have the wrong surname, and the entry could be a complete red herring, but there seemed to me to be enough coincidences here to maybe merit further investigation.
