The direct answer to your query is NO. However I have had need to use the LDS church in Malaga and have found them most helpful and reasonably non 'national'. The only difficulty is that you have to reserve the fiche readers ahead of time otherwise the Spanish will 'get there first'. Hmmmm. I have not tried to use the Spanish registration/BMD system (such as it is) so can't comment. I have a branch of the family which show up in northern Spain but have ducked out of trying to work them so far. I am sure 'their time will come' but am showing my cowardice ............
