FCC Chief denies rumors of Per-Minute Net Charges \Washington- The Federal Communications Commission has no intention of permitting "per-minute charges" for access to the Internet, the agencys chairman said Friday. FCC Chairman Bill Kennard discounted concerns raised earlier in the week by the Consumers Union and the Consumer Federation of america that the commission would allow charges for Internet access by declaring it to be interstate communications. The commission is expected to issue a decision in a few weeks on whether to treat Internet dialups as local or interstate calls in a few weeks. But Kennard said the decision WILL HAVE NO IMPACT ON CONSUMERS ACCESS CHARGES TO THE INTERNET. He said the FCC has no intention of repealing an existing provision that exempts Internet service providers, such as America Online, from paying per-minute charges to local phone companys. The FCC decision "has nothing to do with Internet charges. Its about what telephone companys pay to each other" he said. Telephone companys fighting among themselves over fees they now pay each other to connect calls to the Internet drew the FCC into the issue. The FCC is expected to propose phasing out these fees once current contracts expire over the next two years. The fees issue has pitted major phone companies including GTE and the Regional Bells against other phone companies called competive local exchange carriers.. What does all this mean? Relax..you're not going to be charged any more for connecting to the Internet...
