(Effingham was created from Bulloch.) Bulloch Co GA records indicate REBECCA KELLEY registered her mark in 1819 and in 1821 ROBERT KELLEY registered his mark. a ROBERT KELLEY received a land grant in that area Jan 2, 1775..
