Thomas Kimes of Fawn Twp, York Co, PA, was born 1813 - 1820. IF (note "if") the Thomas mentioned in Stephen's will was Stephen's son, that Thomas was born bef 12 August 1822. That's when Stephen married Mrs. Rachel Carswell.
