I tried, entering just a surname with a specific region & State. Got this message back: If you enter a last name without a first name, then you must either NOT enter parent or spouse names, a state, or a year, or you must enter either a batch number or a film number. Doesn't look like one can find others by the same surname in a specific State, only in a specific region and the whole U.S. is too large!
