My guess is that when the mesa formed by the Liberty Memorial begins to slope downhill towards the south and sort of west, it runs into Penna. Avenue-see map- Washington, Jefferson, Pennsylvania streets are over there..I think it is just another bluff area where they the city fathers thought it would be a good name.
