The story is that he was the captain of a ship involved in some unspecified rescue. For this he was decorated in some way. From the date context of the document he would be 19th century. I have searched extensively online to find a ship called the Shaw. Captain Jackson does not feature in any of the published censuses(the rest of his family come from Flintshire/ Cheshire), but still this family letter exists about him.
