No, Caroline wasn't married previously according to her marriage cert (May 13th, 1888). She was 29 years old and names her father as James CHESTERMAN, Decorator. William says his father was John BUDDINGTON, Deceased, Labourer. According to the census that Suzannah quoted, John and Frank were both born in Garlinge. Would be a good idea to check the PR to see if you can find their baptisms. Perhaps Frank wasn't their son, but son of relative and brought up with this couple.
