Hi Veronica, Before the welfare state came into being, a lot of charity really did begin at home & the Club & Institute Union raised money for local causes. One of these was to open & maintain the convalescent home in Pegwell. The money raised by the club was used for members & their families, so to be eligible, you'd have been a member of the club & would have probably helped to raise funds. Money was also raised to help if a member became unemployed. The home is still in Pegwell, but it's now a hotel again, which it was before the CIU bought it. If I recall there was a family member who ran a guest house/hotel.
