    3. Brendan The cost to the state and local gentry for the upkeep of the poor was to be transfered to local property holders/voters, mostly small tenent farmers. This page http://www.eppi.ac.uk/eppi/digbib/view?did=c1:94936&p=562 gives a good explaination of the formation of the Rathdrum Union. There is also a very interesting account by Edward Johnson (Valuator) of Irish farming econimics at that time a few pages on. The politics and background to the Poor Law Act of Ireland can be found elsewhere.
