I could suggest that with a double barrelled surname within your name of John FLEMING Cullen that perhaps you are looking for a CULLEN _ FLEMING line for his parentage. What did your man work at in St Louis? this sometimes helps to find the place of where they came from. But as you say they were living in Waterford , before they left they must have been there for some kind of work also. Are there any other clues that links them to Wicklow ? you do not tell us why you say they came from Wicklow I have plenty of this name in my data base and I am aware the Moore and FLeming name is there also, so with a little more information or even some *fancy thinking on your part* can also place us in a better position to advise you more Religion?
