Peter~ There are some Wexford Records at Irish Genealogy Projects (IGP, http://www.igp-web.com/GPAArichives or http://www.genrecords.org/files ). We donated a few years back to this web site 5000 BMD records for the parish of Rathangan, Catholic Diocese of Ferns, barony of Bargy. We were given a copy of the disk by a family friend who was working on the transcribing project. This was several years ago. We have not used Wexford Heritage in Wexford Town for a few years but found they had great data. They are for fee. As for post 1864 civil records, they are available at the General Records Office for all Ireland at the GRO in Roscommon and at the County Wexford GRO. However, the Roscommon GRO accepts credit cards. Court Marshall Records are at Trinity College. You will need your university ID and other such identification; also make an appointment. You cannot photo copy only take notes. It is "white " glove research. You would have to contact them to see what you actually need currently, also if they still allow this research. We did ours about 15 years ago. The records are from the Protestant viewpoint but it shows how terrible the '98 Rebellion was for both sides. We found over the years that the Wexford sacramental records are more complete as we have for other counties on the east coast of the island. The records in the West Country are much more fragmented. Although records were destroyed in the Irish Civil War 1922, never knew that parish sacramental records were stored at Four Courts instead of the various RC diocese, some civil but not religious/sacramental. The 1901 & 1911 census is on line for Wexford, without charge. However, as with other counties, pre 1864 records are few & far between. CMCRP is a free website which like IGP has records shared for various counties including Wexford by researchers. www.cmcrp.net Google Griffith's Valuation and you find GV for Wexford on line.
