That has been my experience ever since Dr. Brian Trainer left as their research director. When he was there it seemed as though the training of the staff was in research - not the sales of genealogy reports whether they meant something or not. Just the sale, my man. At one time the UHF was a top notch organization but it may have gone downhill what with all of these different sites being set up to help with the research. They did a good job on researching my ancestors, although it was expensive but it was worth it. I am afraid now to recommend anyone to use them now. After describing exactly what I wanted and paying the initial fee, I received a worthless report telling me about the great fire in 1922 (about which I was fully aware) and recommending searches of material dating from 100 years after my ancestors left Ireland.
