Linda, there are dozens and dozens of parishes in Tipperary, close to 100 or more civil parishes, and that doesn't even address the church parishes. It would help if you could give us a better idea of where in Tipperary or a time period. To be honest, if it is after the advent of civil registration, I'd suggest you start with birth records. A good portion of Tipp is covered by the Cashel and Emly diocese and those records will only be available to you by going to the individual priest in the parish or through the Tipperary heritage center in Tipp town, and that will cost you.
