Bob I have found that some people are missing too. From things I have read, I think that sometimes people didn't want to be bothered with death registration. There was apparently a fee too, which some wanted to avoid. So, a certain percentage are missing because they wouldn't register the death. I don't think it is any lack in the indexes.
