The records for Ulster are in the PRONI in Belfast. However, that's not to say that some of the "other" counties that are not part of Northern Ireland, don't have some records stashed in Dublin. County Monaghan is in Ulster province. Always has been and may always be so. But, since it's voted itself into the Republic, who knows where all the records are?
