I have an Ordnance Survey map of Monaghan Town dated 1901. It shows the Monaghan District Lunatic Asylum just to the northeast of the town. The area seems to be marked Roosky. It's just off Glasslough Street which enters the "downtown" diamond from the north. Mill Street enters the diamond from the west. Hope this helps.
