Any ships passenger records were handed in at the ports of arrival. People emigrated not only all over the US but also England, Scotland. Wales, Canada, Australia, New Xealand and other places. To find out if the Patrick Flaherty you've found in the US census record in Schuylkill Co. PA was related to your Edward Flaherty you'd need to research Patrick's civil and church records there including his US naturalisation records to find out where he was born in County Mayo or Ireland and his parents names. Flaherty is a very common surname in Ireland. There aren't any civil birth records in Ireland before 1864. No surviving census records before 1901. Church parish records for Patrick's birthplace in County Mayo or Ireland would be the possible location for a baptismal record for him if they survive back to his birth year.
