Because we could not find (in County Waterford) a civil death record for my husband's great grandfather, inquired into this.  We were told that in the early years of Civil records, no penalty was applied for deaths & marriages.  It was only in later years that it was enforced (late 19th century).  Our source was from the Waterford Heritage on Jenkins Lane, in the 1990s.  Assume this was true in all the counties.     3. Mary Ellen, This is true. I have a brick wall caused by a marriage that was never registered. That was in Longford, so it happened all over. Since I look on the death index a lot I am inclined to think the number is higher for deaths. People were probably grieving and didn't want to deal with it. I also noticed that the record might fall into the registration period following the death. I had a headstone with a March date yesterday and found a very good match in April-June. That made sense.
