I'm assuming his English census records show he was born in Ireland. Griffiths wasn't a census -- it was a property valuation and didn't include everyone. A Charles McLoughlin in Griffiths in County Leitrim could be any Charles McLoughlin with no connection whatsoever to yours. There were many Charles McLoughlins listed in many counties in Griffiths. So I wouldn't assume anything without more detail re: parents names and place of birth from his civil and church records in England.
