Whether or not Callaghan is a Donegal name is another question, but whenever you come across a surname in a county far from where that surname is common or is thought to have originated, there is a good chance that the individual was a member of the Royal Irish Constabulary. It was standard practice to assign new recruits to the force to a county as far from his home county as possible so that there could be no familial influence on the course of justice, nor threat of reprisal.
