    3. My grandparents were born in Ireland (Republic). But before I even consider applying for an Irish passport as a "foreign born Irish citizen", I have a question: Does this Irish citizenship obligate me to Irish income tax, etc.? Thank you for any advice. A person whose parent or parents were born in Ireland is considered an Irish citizen and can apply for an Irish passport, which is very handy to have when landing in any EU port. A person whose parents were not born in Ireland, but who has at least one grandparent who was born in Ireland can apply to be registered as a foreign-born Irish citizen and get a passport. To qualify you must be able to show proof of the grandparent's birth, marriage and if deceased, death. You must also show your parent's birth and marriage and your own birth.
