(O)Callaghan is indeed very much a County Cork name. I would think it most unlikely that Callaghans were moved by the British from Cork to County Donegal. It is true that there was confiscation of land and forced migration at certain periods. These were mostly during the Plantations of the 16th and 17th centuries. There is often a more recent explanation for Cork names in other parts of the country.
